The catch is that she would not be allowed, in practice, to refuse permission.
You're confusing theory with reality.
The great mystery of the British constitution is that the Queen has absolute power, as long as she doesn't try using it.

That is nothing more than pomp and circumstance. The whole country is founded on it. It's the remnants of a long dead empire and it may be true that the Queen does own the majority of the land, but mostly in writing only. The law of the land protects the rights of the individual. I own my home. It cannot be taken off me without full reimbursement, if I wish to leave it to my daughter after my death, then that is what will happen.
There are so many ancient parts of the British law that are still law, but simply don't apply in the modern world. Do you really think the Lord of the Manor still drives his his sheep through the town square to market? No, but he's got the right to by law, although I'm pretty sure if he tried, he would be arrested for obstructing the traffic.
The Queen is mostly impotent in the general running of the country. Parliament, the ruling party and the Prime Minister run the UK, officially. The UK may be a Monarchy, but it is first and foremost a Democracy and has survived for hundrends of years as such.
