Can my landlord allow a Census Worker in?

Hey guys,
I was wondering if someone could provide any information on
what is posed in my thread title. To elaborate a little, I live on the
second floor of an apartment building. The front door to enter the
building is locked at all times and you need a key to enter.

I returned today to find a notice that a census worker was here.

Assuming the entrance door was properly locked and secured, is
my landlord obligated to open the door and let them perform their
job?
