As far as the government-releasing Virus I don�t really think they do but I have been in the presence of some of the people that create or just rework a virus/Trojans a little as you would understand the term for example Teekid (use google ) and have seen the work that goes in to them. It�s a whole subculture that sits on irc and discusses the various methods of making a virus / Trojan. I have personally witnessed some Av spies (people who work for anti virus company�s) as we call them becoming trusted members of out community and helping out young coders with their projects. The main people that sit back and help coders release their �products� are the AV company�s themselves so they will have the �cure � before there competitors.

I have moderated forums that deal with servicing the needs of the this community and still do and the number of people that I have caught as Av spies though they for example forgetting to come in thought http proxy is quite a lot, and a good many of them actively help people code and encourage them to release ever more dangerous products to the public which is a disgrace.
