No, Israel is the branches. The root is what is cultivated. I would think that it means that here is a situation where God puts a special interest in manipulating things in relationship to bringing about a certain outcome. Meanwhile, the other things are left to fend for themselves, the best way they can. Despite His best intentions, the branches thriving on that care still do not produce for God. So he finds the neglected branches that had not been cared for, and applies that same cultivation, and the results are a people who have faith.
