A shot across the bow is used to warn a vessel to stop. If they had wanted to fire on the vessels they would have hit them. Any nation has the right to stop ships in international waters if they believe they are bound for their territorial waters without permission or for illegal activities. If the "activists" had not attacked the commandos no one would have been hurt.

So basically you're saying anyone can be borded in international waters if they are thought to be a threat. And the nine lifes lost was just a shrug of the shoulders and " hey we believe they 'were' entering our waters"

Upon returning home to Maryland after being deported by Israel, Peck gave an interview to Democracy Now in which he said Israel's explanation of the raid is "as full of holes as a window screen."
Passengers on board one ship were seen in video footage released by the Israeli army using sticks and other makeshift weapons in a vain attempt to stave off heavily armed Israeli soldiers. Peck argued that they had the right to defend themselves from attack.
"These [were] heavily-armed commandos who were in international waters to capture a ship full of men and women, who were not bothering Israel, who took what steps they could to prevent them from doing it, [and they] are accused of attacking [the Israelis]," he said in the interview which was released on Wednesday morning.
"They were defending the ship. The Israelis were attacking it. And to see someone use a deck chair against a heavily armed Israeli soldier, I mean my God that's a dangerous weapon," he said sarcastically. "It's called twisting the story. if you come to attack me and I defend myself, that's considered legal in law."
At least nine civilians were killed in the raid and scores were wounded. Several Israeli soldiers were also reportedly injured.
Referring to his deportation Peck said, "I was expelled; I was deported for having violated Israeli law. And I said to the gentleman, 'what law have I violated?' He said 'you have illegally entered Israel,' and I said 'now, wait, our ship was taken over by armed commandos, and I was brought here against my will, and you call that illegally entering Israel? You and I went to different law schools, guy.'"
He also said he believed Israel had done itself a disservice with the raid: "I speak with total sincerity - I think Israel has done itself some real damage here."

On October 28, 1948, the Arab town al-Dawayima (also spelt Dawaymeh) was conquered during the 1948 Arab-Israeli war by the 89th Commando Battalion which was composed of former Irgun and Lehi forces. 455 people were killed at al-Dawayima including 170 women and children
