Indeed I am.
First up we need to realise that the lights are reflections on the back of the lens, so it's creating a mirrored effect.
With that in mind, I think the lights are stationary because the cars are approaching off camera (from behind).
As they move to be parallel with the camera and then passing the camera, the lights move off.
The second one isn't as bright because it's headlights are obscured by the car in front.

Im sorry my friend but thats not what i see. Theres two objects that converge in the same area and one shoots off to the right. Thats not lens flare. Try again.
