Well the motive you have just provided, as far as controlling volcanoes is concerned, do we know for sure no one has the technology?

Perhaps dropping something into the volcano via planes and helicopters may awaken an otherwise dormant volcano?

These Icelanders they may have secret labs under the ground , they are certainly a secretive race.
