Isn't day care a little young for a ten year old? Weird.
When I was young I went to a summer camp for kids with disabilities, (mainly because I had several light ones myself). There were a lot of different cases but I have seen some of them throw extraordinary tantrums there. Still, I wouldn't have used a taser on any of them.

What if the police officer wasn't burly? What if he was some homosexual fancy lad? Or a lesbo?
Knowing what big, fat blobs American children are it was probably warranted. The officers were likely afraid he would try to eat and digest them.

You should calmly place your 3 year old in a chair, gently strap him in and then pulse-shock him with 10,000 volts. Once he's recovered from the first pulse-shock you should quietly explain to him what he did wrong and then electrocute him a second time. He will behave soon.
There are also other pain mechanisms that have been refined and can be employed such as inserting a needle into the fingernail bed or applying blunt force trauma to the abdomen. Both produce similar results in terms of behavior compliance and modification.
