Pet regulations on the way?

Well in my country you don't have to register your dog only if you want exceptional healtcare for it, and i mean if at 2AM in the morning he needs an operation the doctors will come to the office in no time and by 6AM your dog is operated cleaned and ready to go home.

Anyway i figured i'll go and track that worker to an empty street and 'talk' to him ...




Now the only thing i can figure out is how can people trade their best friend for money, just like those low life breeders... Its absolutely incredible ...
