Is powell right? Is this just another way to dodge cooperation?

It's the same stall and comply, stall and comply routine he's been using for 12 years. can't fault him though...it's worked for twelve years!!!

Eventually, maybe the UN will wake up, but I doubt it, so looks like we're going in on our own. Which, is fine by me, just kind of makes a mess of international politics...
