Just because CMB is predicted by a a theory, this doesn't automatically mean that it's existense proves that theory. Admittedly, big-bang cosmology
most adequately explains the fluctuations in CMB, at the moment, but this is not definitive.
An alternative explanation for the observed redshift in the light from stars (the main evidence for supposing that the universe is expanding) has been
put forward in the "tired light" hypothesis, wherein light loses energy as it passes through the interstellar medium, as it is absorbed and
re-emitted by the few particle present in it.
There are always other explanations......
