FORT WORTH, Texas – An Army psychiatrist was charged Wednesday with 32 counts of attempted premeditated murder in the deadly mass shooting at Fort Hood that also injured more than two dozen soldiers and two civilian police officers, military officials said.

Could be a problem with having ALL the facts. You mold a prosecution around what you think you know you can prove. No personal opinion involved on my part, that's just how the law works, and should work.
If the evidence is there for slam-dunk murder charge, it should be a forgone conclusion....yes?

Why?
Because having two separate charges is too confusing to a person who can't read more than one sentence of an article?
