Rumor about vaccination causing A/H1N1 outbreak in Beijing

I came upon to this while I was trying to find alternative sources to find news about the situation in Ukraine:

"BEIJING, Nov. 2 (Xinhua) -- Chinese Ministry of Health on Monday disproved an online rumor that the recent A/H1N1 influenza outbreak in Beijing was caused by vaccination among students for the country's National Day celebration."

Now I find this one to be very strange indeed and I was hoping there is someone who knows more about it, could dig into it since speaks Chinese or show me the thread where this possibly has been discussed already?
