BUCHAREST, Romania - U.S. Secretary of State Condoleezza Rice and her Romanian counterpart signed a historic pact establishing the first American military bases in a former Warsaw Pact country. The U.S. takeover of bases near the Black Sea - putting U.S. forces within closer striking distance of potential targets in the Middle East and Central Asia - would help "take terrorists off the streets" and save lives around the world, Rice said on Tuesday. She called Romania - beset by allegations that it hosted a secret CIA prison - "a strong friend with whom we share common values." Rice, hailing Romania as one of the United States' "best allies," signed the agreement with Romanian Foreign Minister Mihai Razvan Ungureanu.

"many call 'hole punch' clouds or fallstreak holes - essentially, 'glaciating supercooled cloud' - ice crystals falling through a supercooled layer of cloud"
weatherthings.com...
www.meteorologynews.com...
"Such holes are formed when the water temperature in the clouds is below freezing but the water has not frozen yet due to the lack of ice nucleation particles. When a portion of the water does start to freeze it will set off a domino effect, due to the Bergeron process, causing the water vapor around it to freeze and fall to the earth as well. This leaves a large, often circular, hole in the cloud"

I think it's more a case that these days everyone has a digital camera or mobile phone with them and the ability to post their images immediately on the internet.
There are some great examples posted by weather enthusiasts on the Cloud appreciation Society website.
