Couldn't help myself. Seems that many of us have tread upon the same ground and if you've been to the Phillipines back then. The chances are good that the same ground is figurative.

Here is more about the plight of Diego Garcians by "60 Minutes". They are fighting to return to their homeland, but the UK and the US are passing the buck to each other as to who is responsible. They have uprooted the original inhabitants and banned them from ever returning.
