Oh c'mon, you are kidding right? Those behind this ort of move don't care about becoming a a type 1 civilization, it is more about control, and right now there seem to be different factions trying to get control.

Becoming a type 1 civilization does not mean to give up individual rights just so that certain elite groups can consolidate power, and control more nations.
