That is a video of some people who decided to mess with the CCTV monitoring people by dressing a guy up as an "Alien" and send him in to wander around in the visible areas;
It's hilarious, I wonder how many "UFO Enthusiasts" ripped a hole in the front of their pants with excitement over slightly doctored versions of that youtube video leaving out the start and end.
