Translation: in a pandemic situation (which we're in), don't expect the level of care you normally would.
A few agencies involved will be:
Oklahoma Military, Department of Transportation, Oklahoma State Bureau of Investigation, Homeland Security, Department of Agriculture, Food, and
Forestry. (page 2)
"The State Emergency Plan is parallel and integrated with the National Response Plan". (page 1 and page 58)
"Significant lifestyle changes will be required". (page 37)
"Decisions of who gets vaccine will not be based on fairness issues but on who must be protected to ensure services..." (page 57-58)

These are just a few of the catch phrases mentioned in the Novel Flu Plan. Now I'm off to scan the Catastrophic Health Emergency Plan. There were
several other things in the document that I found interesting but our plates are a little full right now.
