I under the 7 Phases concept but it is possible that the timeline was moved up. Things change. There is nothing concrete when it comes to Islamic Fundamentalist Terror attacks.
The other possibility is, and this is highly likely in my opinion, that this cell is part of a splinter network who have planned and are to execute this attack on their own without direct involvement from AQ Central command.
AQ is as much an ideology as it is an organization.
