From what I can tell, every account of human interaction with ETs has show that their technology and intelligence is far superior to our own. What would THEY have to gain from a pact with us primitives? It's not like they would have needed the permission of the authorities to watch us, abduct us, or run experiments on us. As far as I can tell, there is no benefit whatsoever in their making a deal of any kind with us.
