Quarantine Order for H1N1 Influenza

I just saw this posted on Facebook by a friend of mine who is an attorney and thought I should post it here too. It appears to be a newly designed template for a quarantine order in the state of Iowa. I don't want to be accused of fear-mongering, but I sure would like to know what the rest of you think of this!

The Department has determined that it is necessary to quarantine your movement to a specific facility to prevent further spread of this disease. The Department has determined that quarantine in your home and other less restrictive alternatives are not acceptable because [insert the reason home quarantine is not acceptable, the person violated a previously issued home quarantine order, the person does not have an appropriate home setting conducive to home quarantine, etc.]

Legally those papers are useless until the are officially served.
Second, they can state that just about anybody has been in contact with it, but that doesn't make it so.
