Businesses only allowing sick leave if taking Tamiflu

That's certainly a local and weird issue. I don't think most companies would be so stupid as to dictate what medications you take. Most larger companies have a simple PTO policy. They don't care if you are home with the plague or out fishing in the ocean, PTO is PTO regardless. So I guess the short answer is no, there is no government involvement. If there were some grand conspiracy in regards to Tamiflu, I'd guess they'd hit the large corporations, not the smaller companies.
