Actually, no, since then Gaza would be starved of fuel by the countries you hope would impose a blockade. Israel can just import oil from one of its
allies like Turkey or Greece, even go so far as to send military escorts with orders to destroy any vessel that tries to attack it in international
waters. Even then, the Druze and Christians in Lebanon's army/government could just as easily take over, pave a way through the Shiite Hezbollah's
southern territory, and bring trucks full of fuel to their brothers and sisters in Israel and the Golan Heights. UNIFIL would be unable to do anything
to impose a blockade since it would be very much like a civil war, and if they did attack, then Israel can advance into Lebanon to secure the safety
of friendly forces.
Plus, you know, Israel is making an electric car network and train system, so your plan would have to occur tomorrow. Which it wouldn't.
