This guy is not saying *who* is discussing all of this. He is also extremely vague about how he came up with it - how it got into his hands. Some
mysterious PDF document just happened to fall into his hands, that not a single other person ever heard of? If no one else heard of it, who's going
to the conference?
All of the topics for discussion that were mentioned are legitimate issues when facing an infectious disease. Quarantine is a part of life. The
authorities have always had the power to quarantine. This was established quite early, during times of smallpox, typhus, cholera, scarlet fever,
tuberculosis, and many other diseases. Quarantine is not a new issue. Mass vaccinations is not a new issue, either. Nowhere did I see any reference
to *involuntary* vaccinations or mandatory vaccinations. "Mass" vaccinations just means vaccinating a whole lot of people at one time, instead of
having it done at the doctor's office like we might during a more normal flu season.
There is not one topic in this PDF that is outside the province of health care workers or first responders. It's basic common sense for dealing with
the possibility of masses of sick people suffering from a highly infectious and potentially dangerous illness.
