Secret CIA Program Exposed as Terrorist Assasinations?

So Leon Panetta put the halt on a secret CIA program, being withheld from congress.

Barbara Starr on CNN was just claiming the "reportedly" the secret program was about killing and targeting Al Qaeda with boots on the ground.

Ummm, really? Every day there's a news story about Taliban and Al Qaeda leaders being killed. What is the secret?

They are lying.

I believe this secret program had nothing to do with the Global War.

I believe, it's about the Chemtrail program. They started testing in 1995-96 and it turned into a full blown program in 2001, when they started using commercial airliners.

The reason I'm so sure of this, is because I haven't seen a single Chemtrail over our heads for 8 days! This is the longest since I began noticing them back in 2003. Never, have they stopped for more than 2 days.

I have respect for Panetta for stopping this secret CIA program. Now, if we could learn the details, so we could string up the perpetuators.
