[The] city of Raleigh, North Carolina, is responding as the viral video of a seething blob in the city sewers made its way across the internet yesterday. Marti Gibson is the Environmental/EMS Coordinator for Public Utilities in the city of Raleigh, North Carolina, and she has been as confused as the rest of us. When she first looked at the video, she emailed our anonymous source to say it was a slime mold that was in the phase of its lifecycle where it looks like a throbbing, breathing animal (see io9's report on slime molds from a few weeks ago where we talked about this exact thing).

this is soooo wierd !!! Icame aross video a bit ago some kinda pod or worm type thing !!!! some one has got to have an expalanation for this wierd sewer creature!!!! sorry this is ny first post here so let me know if ive done some thing wrong ..id like to know what yall think about this crazy thing !!!

One:
A creature that developed due to bacteria and many other things in the sewers.
Two:
The government put it there to kill you all.

But to save OP from reading millions of posts - no conclusive analysis or actual examination has been performed. You will find several theories of experts from various fields based on the video itself solely. Theories offered are not as nearly as interesting as watching that thing 'breed' .
