US manned space flight in doubt, Fact? or Fiction.

Hello ATS this will be my first post, and its more of an open question really,
This Report , basically states that due to NASA`s current budget, there is little chance of us walking on the moon by 2020.

A big dissapointment for all.

What has me thinking though, is this a legit money crisis? or part of something more underhanded.

Returning to the moon with the instruments and technology we have today, would seem like an amazing step forward for the human race, and would clarify any doubts about the original landings.

Anyway, your thoughts
