The US Navy is also developing a new generation of JDAM that combines GPS guidance with a digital scene matching capability similar to that used on Tomahawk. The idea is that even if GPS is jammed or degraded, the bomb would still have a backup system to reach its target. Combining the two systems will also significantly improve the CEP and achieve a laser-guided bomb level of accuracy.

Please, this is purely theoretical. Opening your system up in able to listen to cell phone signals would only create a huge amount of static, and would it be simple to affix an array to a stealth aircraft that would mimic the signal?

Bistatic sounds interesting, especially the larger effects. We could use Radio telescopes as either receiving or generating device. The HAARp array might be able to produce the same effect, along with some two headed cows.
