If you want to bring about forced community service, then you'd do it through the criminal justice system. Speeding ticket? 1000 hours of community service. Open intox? 500 hours community service. Shoplifting? 1000 hours of community service. Roll through a red light? 500 hours community service.

See how easy that was.

As an added benefit, if you go this route, then nobody has much sympathy for you when you go home complaining that you were sentenced to community service. "Should have obeyed the law" they'll say. It's perfect.

that is a very great idea but unfortunately it would never work in the system that is already in place unless there were still monetary fines involved because yes the "free" labor would help with the profit ratio but the courts would stand to lose money

I can tell already I'll have to take the same approach I did with the campaign.

"I think this is a good idea. I like it. I want this. I'm sorry that you don't feel this way but I am glad this is happening and I will be proud to do my part, especially since I already volunteer and I think working in other countries to help them or being able to do more research opportunities as volunteer work which otherwise I might not be able to would be good for me and who I want to be in the future and what I want my career to be. I think volunteering is a good thing and we should have done this from the start. I like this, I'm sorry, I don't really care what anyone else says."

If you see commercials about volunteering like this, you'll know where the five billion went.

If it becomes mandatory in any way...

Although... This may become "Mandatory" without actually being mandatory, I can only describe it with the words Peer Pressure.
