Opitical Adaptive Camoflauge

Does anyone have any new material or information related to Project Chameleo as it was once called or Adaptive Camouflage that renders the wearer virtually invisible? Years ago I watched a program on TLC that showed a squad of soldiers, along with an armored vehicle, become almost completely invisible in order to approach a cabin in the middle of an open field with at least a quarter mile clear everywhere around the cabin. I am very interested in this technology and wonder if it is given to normal law enforcement to infringe on our privacy.
