Will everyone be getting a list of websites that are off limits? Or will everyone just start receiving warnings and fines after the fact?

HA!
Please, let them try and fine people.
It won't go through. People will go berserk.

So what about the Simpson's cartoon child porn thing?
I was searching for normal Simpson's pics the other day, and Google is showing results of that.
Apparently just displayed on the Google search, im breaking the law?
But how can I determine what will come up in a search?
March 19, 2009 02:15pm A SECRET list of websites deemed illegal by the communications watchdog has been leaked to the public, and includes one of the most popular sites in the country......
The secret blacklist of illegal sites, maintained by the Australian Communications And Media Authority (ACMA), is the basis of the Federal Government's web filtering plan. "Many of the sites clearly contain only run-of-the-mill adult material, poker tips, or nothing controversial at all", said Electronic Frontiers Australia (EFA) Vice-Chair Colin Jacobs........
"Even if some of these sites may have been defaced at the time they were added to the list, how would the operators get their sites removed if the list is secret and no appeal is possible?"
.......It contains 2395 sites, about 1000 more than was thought. Last November the media watchdog said the list contained 1370 sites. “The leaking of the list has confirmed some of our worst fears,” said Mr Jacobs. “This was bound to happen, especially as mandatory filtering would require the list to be distributed to ISPs all around the country."
