Well, they haven't been, until now

Oh, yeah! NASA a civilian organization? I think not. Their "income" is provided from the U.S. goverment. That makes them not civilian, nor military. However NASA does work with the military on projects, especially the U.S. Air Force and Navy.

I doubt anyone will do anything that can alter our moon. Our moon is one of the many reasons we are alive. If anything were to happen to the moon today, the gravitational pull on the Earth from the moon and sun will be unbalanced and switch the poles, and rotation of the Earth. Maybe some kind of evil mastermind will even try something that risky.
