ANyone know about BBD's? (big black deltas)

i've always heard about them, but never found a source of good info on em. i heard rumors it's a military thingy, as is everything else, and seeing as i live on a military base ft. drum ny, 10th mtn. wow, i got interested. the chances of my actually seeing one are incredibly nil, but i'm stll interested.
