Neutron bombs were designed to kill enemy forces but not deny the territory to counter-attacking allied troops as the radiation dissipates fairly
quickly. So there's no 'fall-out' in terms of that seen with a conventional nuke, areas hit by a neutron bomb would be relatively safe to occupy
within hours.
In NATO use in Germany they were designed to stop Soviet tank forces & neutralise front-line air bases but not deny the terrain / base facilities for
the great counterattack
