What I find odd is from the comments of that vid on youtube...
The only poster who mentions it, "charles dingus", if you open his account and look at all his videos.. the oldest link goes to a list of

Well, its a video (original copy?.. no way to tell) on youtube that could have easily been manipulated before being put on the net.
A non right-away-eye-catching name for the video.. only one poster who notices the "sphere" to point it out. That poster having odd videos of
"spheres" in their favorite list.

One question. What's that in the top left of the frame when the balloon goes by? I watched twice and can't work it out. Looks like a metal sphere

Very odd but I believe it to be an exercise ball for the crack team of killer Hamsters, trained in stealth tactics and covert ops.
More serious, the most likely answer is the weather balloon with maybe a camera attached, being clear might make it harder to see when in the sky thus
making it harder to shoot down.
