Belarus – 95 T-80B were originally inherited from the USSR in 1991. There were 92 T-80B in service between 2003 and 2005. 90 T-80B are in service as of now.[26][18]
Cyprus – 27 T-80U and 14 T-80UK.[18][19][23]
Kazakhstan[18]
Pakistan – 285 T-80UD purchased from Ukraine in 1997–2002
People's Republic of China – Ordered 200 T-80U MBTs for evaluation in late 1993. 50 delivered.[18][19][20][25]
Russia – 5,956 (4,500 in active service and another 1,456 in reserve).[10][14][11]
South Korea – Acquired 33 T-80U MBTs between 1996 and 1997 and 2 T-80UK MBTs in 2005 (See South Korea section in Foreign service section for details).[18][27]
Ukraine – 345 were originally inherited from the USSR in 1991. There were 273 in service as of 2000 and 271 as of 2005.[28]
A few T-80s were acquired for intelligence purposes.

United Kingdom – Indirectly bought a number of T-80U MBTs for purposes of defense research and development in 1992. (See Great Britain section in Foreign service section for details).[16][17]
United States – Received one T-80U from Great Britain.[16] US also received four T-80UD MBTs from Ukraine in 2003
