Genetic Engineering Possibilities

Ok I had heard on the radio that in some place you can chose if you baby is a boy or a girl for about $80,000. Sorry I don't remember the station or anything. Ok now I heard of gene thearpy and all for stuff like birth defects. Now is there anyone out there who knows if is possible to geneticly alter a living human being through a process like this. Does anyone think the gov. could be able to do this seeing as how the gov. makes a lot of medical strides. Can anyone fill me in on gene thearipy while their at it???
