Could you help me with this - Commerce Dept

This was a bit of information that was given to me a LONG time ago, along with a VERY old article (From the 30s) that was released on the internet. I can no longer find this specific article.

Anyways ,it was about the fact that in the mid 1800s , the definition "Commerce" was added into the dictionary at the time to include sexual intercourse. The idea behind it was that eventually the US would run out of food to feed the citizens of the US , and they could them limit the reproduction rate of the US.

Could anyone help me with finding further info on this?
