Civil Service Emergency Reporting

Can anyone tell me where I might find a comprehensive listing of Civil Emergencies issued inside of the U.S.A. at any point in time?

There was one issued in the Cincinnati area last Saturday, March 27, 2004 due to a petroleum fire, (I think) but I cannot find any info on it. It didn�t affect my area so I didn�t think much about it, but�just maybe all of this would add up to something?
