Obama Idea - Civilian National Security Force????

Can someone please tell me what a "civilian national security force" is? I have given Obama a pass on several things - for example his rolling over on the Invasion of privacy and spying on Americans - I have truly wanted to give him the benefit of the doubt however this latest comment on his desire to form a "civilian national security force, as or better funded than the army" I get a chilly feeling up my spine....I don't like the sound of this - Its very reminiscent of something out of the Wiemar Republic....so give me some pros and cons here, folks...cause right now I'm not for it....Color me extremely suspicious...

Granted - I did not hear the entire talk and this is a sound bite but the whole concept smacks of something we've seen before- first in Germany and then in China in the 60's with the red guard,,,,

Come on folks - give me some feedbsck on this - I haven't heard a single explanation from the dems or anyone for that matter....is this because its so hard to justify? I can't think of a single reason to have a civilian national security force as powerful as the army unless one is trying to build an army and for what purpose????? It's not computing....
