I couldnt tell ya, last I checked you needed a certain amount of cool points to view that section. From what I hear, its just where topics are discussed that are not typically "ok" in the general consensus of what is allowed on ATS.
I do not know, but I heard there can be found discussions about illegal substances, honestly, I really wish I knew, as if it is somewhere people can discuss their deep psychedelic/meditative experimentation and discovery, I would be so overjoyed... anyone else wanna give us a hint as to what goes on in the cool kids club area?
