#2) I noticed this same pulsing background noise today, starting at about 11:30am, Japan time. Location: Northwest Hokkaido. All stations.

I noticed this yesterday and considered discussing it here. I listen to the same radio station(FM radio in Flint, Mi.) when I drive down to my moms and it always comes in crystal clear all the way. Yesterday there was a weird clipping and it kept switching between stations, then on the way home it was a pulsing static the whole way, sometimes could barely make out what song was on.

I'm in the Northwest. My radio's, phone (ip), television, and computer all have made the same noise over the last 6 months. My son say's it is from a satelite bouncing signal off the cell phones. And that makes enough sense to me. We've filled our environment with transmissions.
It is a morse code sounding interferrance. 1..2..3..1..2..3..1..2..3. The same always. Not with tone. Just with electrical buzz. Or rather dit dah dit dit dah dit dit dah dit. UUU.
2 shorts and a long. Three times.
It also happens to my car's stereo. Doesn't matter which car. 3 so far.

Cannot reveal, sorry. But that is irrelevant.
Do those five people listen to the same station? Or if they do not, is it at least in the same frequency? If it is then you may have something more tangible to work with.

Five cases so far, including mine.
Stop arguing back and forth, people - and start listening to your radios. There is something big going on.
