What makes you think it was either nukes or HAARP? The area has had earthquakes before (in 1997, according to the linked article), and is near a minor
fault line. That points to a natural explanation, rather than an exotic one.
There's also the fact that underground nuclear detonations have a very identifiable seismic signature...so unless your home town has some secrets in
its basement that are worth starting an international incident over, we can probably rule that out. HAARP, of course, is responsible for everything
from skin cancer to climate change and sunspots, so we can't rule out the possibility that a radio-frequency source of power comparable to a
large-market television station is causing earthquakes.
