I believe she says "by 2012" it will provide a GPS alternative for Russia.
They probably just want their own system just in case the GPS system has some kind of problem? I'm not saying what the source of this "problem" may
or may not be, but if, say, the GPS radio signal were to be jammed, it might be good to have another system capable of using a different frequency.
Maybe it's better than the current GPS system in some way?
I was thinking it wouldn't make any sense to launch a sat that would only last 4 years. Wouldn't be very cost-effective.
