Holocaust Denier Arrested

Apparently Toben doesn't deny the Holocaust altogether,he just believes it happened on a smaller scale.

According to the Holocaust Laws (in Israel only),this is strictly forbidden.None of the European countries who have a H.Law have this on their list of offenses.

It also appears that,the 'deny' clause in some of these countries only became part of the laws after 1992.So what happened in 1992 for such an amendment to be brought in??

The holocaust happened, the natzis were a killing machine, there are arhived videos, not only the jews suffered but many, it's true that the jews were hated more. But on what scale did all this happen?
Should it be ilegal for someone to say that it happened on a smaller scale or that it did not happen at all? Is it an insult to others or is it something else? This is not really anti - semetic in my view.

Then there is the other side of the table where some use this anti-semitism pretex and go and invade other lands and kill other people migrate and setle there and then state we were hated by the natzis so don't you dare say anything.
