Expecting Saddam to come clean now is akin to letting a child take cookies from the cookie jar freely for 10 years...all the while saying "don't do that ever again", and then expecting the child to suddenly stop, just because you added "or else"...

Perhaps if you say 'or else I will kill you and slaughter your peoples and take over your country' and make sure the child knows you are keen as hell to do just that.

Perhaps then the child might stop?

....or the child simply doesn't care because it knows that you are gonna "kill [him] and slaughter [his] peoples and take over [his] country" regardless of whether he stops or not.
