Well, the person's skin tone matches the tone of the people in the vid alright, and his hair's pretty normal. He looks a little creepy, but that's a pretty poor video to.
Also, at the end, makes it just seem like advertisment.

I'm guessing an advertisement. I see it was a "free Tibet" video mainly. Could they have made the video to get people to check it out only to bombard them with political messages?

Is it only on te three videos inside the video you provided, or do you have other videos with the figure.
Even then, it looks like a add for free Tibet.

yeah I have to go with the ad. on Tibet.

I just did not get a creepy type vibe from this.
Although it looked like a disembodied head.
