strange animal washed up on beach in montauk

This strange animal washed up on the north bar in montauk, ny.
rumors are going around that it washed over from plum island...

the local newspaper (EH independent) said it was a raccoon. Ive never seen anything like it in my life and i'm intrigued! I really dont think its a raccoon but i wanted to know what you all think.
