Where is proof of USA intention to attack itself?

I heard it said many times that U.S. was going to attack itself and blame it on Cuba many years ago so we could invade them. Is this a conpiracy theory or fact? If fact, where is the evidence?

THE FOLLOWING FACTS DESCRIBE HOW AT THE HEIGHT OF THE COLD WAR, THE US JOINT CHIEFS OF STAFF, UNDER THE CHAIRMANSHIP OF GENERAL LYMAN L. LEMNITZER, DREW UP PLANS IN 1961 TO �CREATE� AND LAUNCH A WAR AGAINST CUBA, BASED SOLELY ON A FABRIC OF LIES. A WAR, THAT WOULD DOUBTLESS KILL MANY, IN ORDER TO SUPRESS THE THREAT THAT THE US GOVERNMENT PERCIEVED COMMUNISM TO BE.

The first untruth that the JCS (Joint Chiefs Of Staff) made was to the new president, JFK, telling him that America should press ahead with an invasion of Cuba that would trigger an internal uprising in Cuba against Fidel Castro, thus ensuring his speedy downfall. This was simply a lie. The CIA itself had reports that stated that the majority of the Cuban public looked upon Castro as a hero after he had ousted the excessive and repressive regime of Batista two years previously. Any uprising against Castro was very unlikely at this time. Indeed, Lemnitzer himself knew this to be the case and would later refer to the CIA Bay Of Pigs operation that followed as �The Cuban debacle�. Nevertheless, at the time Lemnitzer and the JCS submitted a positive recommendation for the operation, possibly knowing that the CIA led invasion would fail and that he could then push for a more active involvement in Cuba, and around the world, for himself, the Pentagon and the JCS. The subterfuge, deception and corruption we have come to know and expect our �democratic� governments to subject us to is rampant even between the differing levels within said governments. As with any institutional structure, there is always someone who knows more of the real agenda than the puppets whose strings they pull.
