Harper announces new military strategy

Perhaps Harper is embarrassed that the US military will be used to protect athletes and tourists during the 2010 Vancouver olympics while the RCMP lounges on cruise ships in the Vancouver harbor and the Canadian military plays a secondary role.

Great video. So my question would be if there was an Terrorist Attack, lets say in; BC and Montreal would the USA then send more troops in and would martial law be declared?

And who would be in charge of the US troops?
